Well, his blood isn't circulating anymore, so gravity takes its course. Some of it I think got trapped by rope in the head. But the upper arms, they're pale because all the blood ran down into the hands. And the upper body, it's probably the same way, except there blood could run out a couple of places in addition to going to the feet (I think that's blood and what was in the bowels, not just shit).
And there's probably some bloating going on, but I obviously have no idea how long the body was there before that picture was taken.

Look at the picture again. His feet are touching the ground, but I think his knees are still off the ground. It's just the angle of the picture that makes it look like he's kneeling.
