Michael Phelps has admitted to smoking cannabis and apologised after a picture of the record-breaking Olympian with a bong pipe was published in a British tabloid today.
The swimmer, who won eight gold medals at the Beijing Games, conceded the authenticity of the picture published by the News of the World.
“I engaged in behaviour which was regrettable and demonstrated bad judgment. I’m 23 years old and despite the successes I’ve had in the pool, I acted in a youthful and inappropriate way, not in a manner people have come to expect from me. For this, I am sorry. I promise my fans and the public it will not happen again,” Phelps said in a statement.
Phelps’s career may now be tarnished beyond repair. Athletes caught using cannabis, a banned substance under rules set out by the World Anti-Doping Agency, face a ban of up to two years.


Phelps has never failed a drugs test and even offered to take extra tests before the Olympic Games in August to promote an anti-doping campaign.
So far, the authorities have no grounds for taking action and, even if ordered to take a new test, Phelps could still be shown to be drug-free because the alleged offence was said to have taken place in November.
The picture of Phelps, his baseball cap worn back to front, using a lighter to send smoke along his glass bong, emerged after a student party where the 6ft 4in swimmer was also claimed to have been drinking heavily, in stark contrast to his Olympic mantra, which was to swim, eat, sleep and swim again.
Phelps could claim that the drug has no performance-enhancing effects, which might allow the authorities to let him off with a reprimand. But such a high-profile case is bound to stir up controversy and the swimmer could find himself being made an example of to the rest of the sporting fraternity.
Marketing experts are predicting massive fallout and a quick exit by sponsors who could put an end to Phelps’s dream of cashing in on his Olympic exploits to the tune of $100 million (£68.5 million).
“If this is all true, it will be nothing short of a disaster,” John Taylor, chairman of Sports Impact, one of Britain’s leading sponsorship agencies, said. “Every sponsor has something called a disrepute clause written into their contracts and I will bet a few of them will be running through the small print first thing on Monday morning.
“Big corporate sponsors are very sensitive about any issues involving drugs, particularly if their product is bought by, or directed, at children. You cannot have any doubts about the personality you employ to promote your products.
“Sportsmen and women are naive to think that things like this will not come out and, when it does, it has a massive impact. Phelps was the hero of Beijing and a massive star in the United States. But what happens when America discovers their hero is tarnished? He may not be taking performance-enhancing drugs but this is a terrible stain on his image.”
Phelps returned from Beijing a marketing man’s dream and sponsors rushed to sign him up with his management team at the Octagon agency claiming they were fending off as many as 50 offers daily.
Phelps, 23, earns at a conservative estimate up to £5 million a year from deals with ten major companies, including Hilton Hotels, Omega watches, Kellogg’s cereals and Speedo swimwear. Speedo paid Phelps a $1 million bonus for winning his eight golds in Beijing.
Although best known in the United States, his appeal has been spreading around the world. Only last month, he signed the biggest deal for a Western personality in China when he became the face of Mazda cars.
The Phelps case has a parallel in Britain where Matt Stevens, the Bath and England rugby union prop forward, faces a two-year ban for taking cocaine.
Phelps has been in trouble before: in 2004, he was sentenced to 18 months’ probation for drunk driving.

He probably doesn't have enough "fuck you" money yet. They said his endorsements are only for like $4.3m right now, but almost all celebrity endorsement contracts come with a repute clause that in certain circumstances allow the contract to be voided. He has instantly lost a lot of his commercial firepower, especially since he won't be competing anytime soon.
He also faces a 2 year ban in competition for using a banned substance.

Apparently marijuana is viewed differently by the IOC and in the rules and Phelps will not face discipline for the incident. It is banned in competition only.

LAUSANNE, Switzerland – The International Olympic Committee expressed confidence Monday that Michael Phelps will learn from his "inappropriate behavior" and continue to serve as a role model after a British newspaper published a photo of him inhaling from a marijuana pipe.

Phelps, who won a record eight gold medals at last year's Beijing Olympics, apologized and acknowledged "regrettable behavior" after the picture was published Sunday by the tabloid News of the World.

"Michael Phelps is a great Olympic champion," the IOC said in a statement e-mailed to The Associated Press on Monday. "He apologized for his inappropriate behavior. We have no reason to doubt his sincerity and his commitment to continue to act as a role model."

During the Beijing Olympics, IOC president Jacques Rogge called Phelps "the icon of the games."

Marijuana is viewed differently from performance-enhancing drugs under World Anti-Doping Agency rules. An athlete is subject to WADA sanctions only for a positive test that occurs during competition periods.

The News of the World said the picture was taken during a November house party while Phelps was visiting the University of South Carolina.

The party occurred nearly three months after the Olympics while Phelps was taking a long break from training, and his actions should have no impact on the medals he won in. Beijing.

He has never tested positive for banned substances and the case is unlikely to fall under any doping rules.

COLUMBIA, SC (WIS) - New details have emerged about a party where Olympic champion Michael Phelps was spotted.

On Feb. 2, a British tabloid published a picture of the 14-time Olympic gold medalist using a water pipe to smoke marijuana. The picture was taken at a party in Columbia back in November when Phelps was here for a visit.

The Richland County Sheriff's Department has been taking a lot of heat from people in this country and all over the world.

They want to know why Sheriff Leon Lott is going after Michael Phelps.

Many saying the sheriff should concentrate on more serious crimes or at the very least not focus solely on the Olympic champion when there were others at this party who were also breaking the law.

Now it appears the case has expanded beyond Phelps' activities.

The party took place in November at a house on Blossom Street near Five Points.

It was at that house where someone snapped the photo of Phelps taking a hit on a marijuana pipe called a bong.

Lott says the picture indicated a law was being broken in his jurisdiction. He said he couldn't ignore the violation just because Phelps is rich and famous.

We've now learned that since investigators began trying to build a case, they've made eight arrests: seven for drug possession and one for distribution. These are arrests that resulted as the sheriff's department served search warrants.

We've also learned that the department has located and confiscated that bong.

Sources say the owner of the bong was trying to sell it on eBay for as much as $100,000.

The owner, who wasn't even at the party, is one of the eight now charged.

Phelps is not one of those charged at this point, but the sheriff's department has strong evidence that matches the photo to the house on Blossom Street.

That house is in the city, but the Columbia Police Department decided not to initiate or take an active role in the investigation.

Governor Mark Sanford is also weighing in on the sheriff's actions.

On the FOX News Channel Sunday night, Geraldo Rivera asked Sanford whether Phelps should be prosecuted.

"I don't see what it gets at this point," said Sanford.

The sheriff's getting a fair amount of heat for this, especially seeing as how Columbia has a lot of bigger problems his office would be better suited to tackling than chasing a couple college students and their pot.

Everyone here is missing the point. A sheriff is the only law enforcement officer that is actually ELECTED to office.

This sheriff is trying to get his 15 min of fame off the back of Phelps, just as that douchebag DA in NC tried to do off the Duke lacrosse team.

The only difference is that this will blow up in the sheriff's face just as it did with the Duke case.

Once again, mixing politics and justice never works.
