MOSCOW (Reuters) - Russia hopes to deploy a new nuclear missile next year designed to penetrate anti-missile defenses and will build eight submarines to carry it, defense officials said on Thursday.

The latest statements underline Moscow's determination to upgrade its nuclear strike forces on land, sea and air. They are regarded by Russian commanders as the cornerstone of the country's defenses.
Colonel-General Vladimir Popovkin, head of armaments for the Russian armed forces, told the Defense Ministry newspaper "Red Star" that Russia's recent war with Georgia "compels us to rethink the current state of the armed forces and how they should develop further."
President Dmitry Medvedev and Prime Minister Vladimir Putin have both pledged to extend Russia's recent military build-up with extra funds to buy new, high-tech arms. On Wednesday, Putin announced an extra $3.1 billion of spending next year, partly to replace equipment lost in the Georgia war.
Despite the billions of dollars spent on them since Putin came to power as president in 2000, Russia's 1 million-strong armed forces remain poorly equipped, badly paid and reliant on a large proportion of unwilling conscripts.
The deputy commander in chief of the Russian navy, Admiral Alexander Tatarinov, said on Thursday that by 2015 Moscow would build a fleet of nuclear-powered submarines to carry a new, nuclear-capable strategic missile.
"The navy has gone over to building ships and nuclear submarines by the batch," Tatarinov told Interfax news agency.
"A new state armaments program includes a plan to build a batch of eight nuclear submarines that would be armed with new Bulava strategic missiles."
SPENDING
Defense analysts based in Moscow say much of the extra spending has not reached the front line because of corruption or mismanagement and many weapons programs are running late.
One of these is the Bulava, a submarine-launched long-range nuclear missile which Putin says will be capable of penetrating any missile defenses -- a reference to Washington's plans for a new global system to shoot down hostile rockets.
The Bulava, a modified version of the land-based Topol-M, has had a checkered history with several test launch failures and is running at least two years late.
The navy pronounced the latest Bulava exercise on September 18 a success, saying the missile flew from the White Sea across Russia to the Far East.
Popovkin, who is also deputy defense minister, said he hoped the armed forces would accept the Bulava for service next year. Upgrading Russia's strategic nuclear forces remained a priority because they were the cornerstone of its defenses, he said.
"As long as we are a nuclear power, no hotheads will venture to attack our country," Popovkin said in the interview.
" ... We have already this year started fitting out strategic nuclear forces with the Topol-M missile," he added.
Russia also plans to modernize its nuclear-capable Tupolev TU-160 supersonic strategic bombers and to fully commission the first nuclear-powered submarine to carry the Bulava missile, he added.
The submarine, the Yuri Dolgoruky, was launched in February, six years after its original scheduled date, though it still lacks the missiles it was designed to carry.

I was talking to my mom about the irony of how the ultimate weapon brought peace though 'mutually assured destruction' and how a defensive system is what seemingly kicked off the 'new cold war' by potentially upsetting the balance.

Does it really matter if Russia builds a new type of nuke? This missile had been designed and planned for deployment way back in 1998, it's not like it's earth shattering news or anything.
Even if Russia had nothing but old nukes, if it ever got to the point that they used one, the type of nuke wouldn't matter. Our missile shield wouldn't be able to defeat 3,000 warheads of even the most rudimentary design, and we would retaliate with thousands of our own weapons.
If Russia feels threatened by our missile shield than by all means she should spend 10's of billions developing and deploying a new missile. It's like Russia deciding to keep bombers in Cuba, so fucking what. If it ever got to the point that they were going to use them, they would be the least of our worries.

I think everyone has lost sight of proper assumptions with this shit. If it comes to the point where two "civilized" nuclear powers decide it is in their best interest to start a nuclear holocaust a fucking missile defense system isn't the last of our concerns. There is no way in hell the system will be able to stop everything.
So all this shit doesn't matter. Now they can use five "smart" nukes instead of showering the everything with two thousand of them so 5-10 get through.

United States: 5,914 strategic warheads, approximately 1,000 operational tactical weapons, and approximately 3,000 reserve strategic and tactical warheads.

those are the numbers i recall seeing in 2004 when n. korea and iran were becoming the new hype. it was an msn article, but i believe it stated that technically that wasn't enough. but it is as i suspected:

I dont watch Fox News, I dont even get cable, I talk to people EVERY DAY, people who live in this country, not some spoiled little brat who has had everything given to him. I do listen to talk radio, from multiple sources. I get the ones from ohio that are so pro-union they make you want to puke, and I listen to Rush, and Glenn Beck, and others that are obviously very right slanted (and then I come on this little leftwing circle jerk every once in awhile too). i don't really intend on calling out the dubya hounds here, but to be honest our worth (both financially and otherwise) on this planet as a country has definitely plummeted during the past eight years. this used to be the country that people wanted to visit, admired, and found interesting. now, we're hated... just about everywhere.
from a strategic and tactical standpoint i fail to see what russia has to gain in spending billions of dollars that they (and technically any major economy in the world) don't have to spend unless they feel that the need is there. self-defense is a good need, i'd imagine, and what else to make someone feel nervous than parking an anti-missile defense system on the fence post of your back yard. that's the equivalent of running into your neighbors house, breaking down their guns and snapping off the blade of all of their knives... sure, you're protected from some phantom menace that no one else sees but you, and you've essentially slapped your neighbor in the face and said, "i don't really care if you get robbed tonight, so long as it doesn't affect me."
perhaps before we go jumping off into thinking that russia wants to puff up and flex their might we may want to consider there may be some reason for it... and *gasp* that it might have stemmed from our eight-year-old sense of self-entitlement and absolutely horrid foreign policy.

I'm going to indulge my long dormant liberal side for a moment.
Given the decline of just about every form of manufacturing in Britain & America and it's relocation to China increasingly all we're left with is the military industrial complex.
Britain and America stand as the worlds first and second largest arms manufacturers. It's in our best interest to piss everyone off and generate more conventional military threats. It's hard to sell a £2 billion programme to build new aircraft carriers when your enemy lives in the caves of a land locked country.

I mean, technically, Georgia (Savannah, not Tbilisi) is on the East Coast; but nobody thinks of them as easterners, do they?

And one that is also a candidate for membership to the EU. Based on this candidacy, one could conclude that the EU saw it's economic future in Turkey.

Two of the missiles were fired from nuclear submarines in the Asian and European extremes of the sprawling country while a third was watched by President Dmitry Medvedev on land in northwest Russia, news agencies reported.
It was the second Russian intercontinental ballistic missile (ICBM) test in as many days and the latest in a series of high-profile military exercises of conventional land, sea and air forces as well as strategic nuclear units.
"This shows that our deterrent is in order," Medvedev was quoted by RIA Novosti news agency as saying after Sunday's missile launches.
"We will of course be introducing new types of forces and means into the military," he added, without elaborating.
Independent military analyst Pavel Felgenhauer said the exercises reflected Russia's determination to prepare for major military conflict.
"This was a dry run for a war with the United States," Felgenhauer said of the missile launches, part of major military manoeuvres billed "Stability 2008" involving all military branches.
"These are the biggest strategic war games in more than 20 years. They are on a parallel with those held in the first half of the 1980s. Nothing of the sort has been seen either in Russia or the United States since then," he said.
Russian navy spokesman Igor Dygalo confirmed the near-simultaneous ICBM test-launches from submarines in the Sea of Okhotsk north of Japan and the Barents Sea northeast of Norway, saying they had been planned well in advance.
Speaking to AFP from northwest Russia, Dygalo admitted it was unusual for the navy to conduct three ICBM test launches in two days -- a submarine in the Barents Sea also fired a missile Saturday -- and called the tests successful.
"The missiles hit right on target," he said. News agencies said the missiles launched from the Barents Sea and the secret base at Plesetsk hit targets on the Kamchatka peninsula thousands of kilometres (miles) to the east.
The missile fired from the Sea of Okhotsk hit on target near Kanin Nos, a finger of land jutting into the White Sea in extreme northwest Russia, the reports said.
The Sineva missile launched Saturday -- an exercise also watched by Medvedev from aboard an aircraft carrier -- travelled more than 11,500 kilometres (7,145 miles) in what the Russian president claimed was an all-time distance record.
The missile tests came a day after Russia announced that a small naval flotilla led by the nuclear battlecruiser Pyotr Veliky (Peter the Great) had paid a call at the Libyan port of Tripoli.
The ships, including a submarine destroyer and support vessels, were to conduct exercises at unspecified locations in the Mediterrannean Sea before heading toward Venezuela for joint exercises there in November, officials said.
Two Russian Tupolev-162 strategic bombers -- each capable of carrying 12 cruise missiles armed with single 200-megaton nuclear warheads -- carried out exercises in Venezuela last month.
Last week, Japan scrambled a pair of US-made F-15 fighters to intercept and escort Russian bombers on patrol near, but not inside, Japanese territorial waters.
The Kremlin, alarmed and angered over new US missile defence plans in eastern Europe and the expansion of the US-led NATO alliance into countries once allied with Moscow, has stressed for a year that it will respond in kind.
Washington has shrugged off Russian moves over the past 18 months to resume strategic bomber patrols around the world and reactivate use of its navy to project power on the seas, questioning if the hardware was up to the task.
